locking: Reduce ifdefs in kernel/spinlock.c

With the Kconfig based inline decisions we can remove extra ifdefs in
kernel/spinlock.c by creating the complex lockbreak functions as
inlines which are inserted into the non inlined lock functions.

No functional change.
