Geert Uytterhoeven a3bedc3bdc serial: doc: .(un)throttle() depends on hardware assisted flow control 
Document that .throttle() and .unthrottle() are relevant only if
hardware assisted flow control is enabled.

operate.  This operation should be performed during system startup,

The firmware, loader program and the latest device driver code are
available from Cyclades at
