Add support for PWM chips present on SPEAr platforms. These PWM chips support 4 channel output with programmable duty cycle and frequency. - reg: physical base address and length of the controller's registers

SPEAr. The first cell specifies the per-chip index of the PWM to use and

the second cell is the period in nanoseconds.
