mbedtls: Update to upstream version 2.16.5
Fixes https://tls.mbed.org/tech-updates/security-advisories/mbedtls-security-advisory-2020-02
Drop patch to disable VIA padlock since we no longer use libwebsockets,
so there's no conflict anymore.
