Fix 'UndoRedo's 'MERGE_ALL' mode repeating instructions when quickly commiting actions
It seems that the merge operation validation is only useful to the 'MERGE_ENDS' mode, causing problems when in 'MERGE_ALL'. Fixes #26118.
