Add 4.0 development changelog
...
This changelog is missing some changes that were made, but it contains
most essential items already.
This changelog intentionally does not include:
- Changes backported to Godot 3.3 and 3.4 (these are listed
in the current changelog already).
- Changes backported to the `3.x` branch (which will become Godot 3.5
in the future).
- Future changes that will be made after 4.0alpha1's release.

[HTML5] Add WebGL2 (GLES3) support using the OpenGL renderer.

Note, the editor build requires the mbedtls module to be manually
enabled, as it is currently needed as a ResourceUID dependency.
This will need to be addressed in a separate PR.

In some conditions the events might be generated even when the `gamepad`
object is not accessible due to Security Context requirements.
This commit adds a check to avoid firing the handler in those cases.
