Doctool: Remove version attribute from XML header
We don't use that info for anything, and it generates unnecessary diffs
every time we bump the minor version (and CI failures if we forget to
sync some files from opt-in modules (mono, text_server_fb).

[b]Note:[/b] The ID values used for items are limited to 32 bits, not full 64 bits of [int]. This has a range of [code]-2^32[/code] to [code]2^32 - 1[/code], i.e. [code]-2147483648[/code] to [code]2147483647[/code].
