Doctool: Remove version attribute from XML header
We don't use that info for anything, and it generates unnecessary diffs
every time we bump the minor version (and CI failures if we forget to
sync some files from opt-in modules (mono, text_server_fb).

<brief_description>
Pipeline specialization constant (used by [RenderingDevice]).
</brief_description>
<description>
A specialization constant is a way to create additional variants of shaders without actually increasing the number of shader versions that are compiled. This allows improving performance by reducing the number of shader versions and reducing
if
branching, while still allowing shaders to be flexible for different use cases.
This object is used by [RenderingDevice].
