0f8b5622bf Bring sensors back to life 
The old blobs no longer seem to work, causing the sensor service
to indefinitely try to register. Just kang some cool blobs and align
permission sets and IPC sec configs with CAF.

90ff7946f6 gps: Add libprocessgroup dependency 
Because set_sched_policy is moved into libprocessgroup an additional
dependency is required for its users.
