This snapshot includes NPU driver and documentation files.
This change also addresses licensing update to all files.
cxlimit and bandwidth monitor related functions are stripped
out since they are not ready yet. Snapshot was taken from
msm-4.14 as of commit f72b876c.

Add DT binding entry for serial UART driver to specify what sampling
rate sequencer is running. This flag determines clock rate to meet
the respective sampling rate.

New QMI sensors are available in modem subsystem. Add support to
recognize them and provide support for registering with thermal
framework. Also add support to handle sensors from multiple modem
subsystems.

Some MHI channels such as RSC channels require different local ring
length than transfer ring length. This devicetree property allows
users to override local transfer ring length when needed.
