Some cases were not handled properly for Polygon2D after making changes in common code to fix Line2D antialiasing. Added an option for drawing polygons to differentiate the two use cases.

Fix buffers size calculation in PacketPeerStream.

The calculation used to be wrong when exactly at a power of 2.
`nearest_shift` always return the "next" power of 2
`nearest_shift(4) == 3 # 2^3 = 8`.
On the other hand `next_power_of_2` returns the exact value if that
value is a power of 2 (i.e. `next_power_of_2(4) == 4`).
I.e. :
```
WARN_PRINT(itos(next_power_of_2(4)) + " " + itos(1 << nearest_shift(4)));
// WARNING: ... : 4 8
```

Fixed issues with using a relative path in the export window.

Before this fix, opening relative export paths inside of an EditorFileDialog was not possible. This was fixed by modifying String::path_to_file() to save relative paths in EditorExportPreset::set_export_path() more appropriately and changing EditorFileDialog::set_current_dir() to open relative paths.

Translation: Refactor locale matching to use proper language code

The previous code only parsed the first two characters (potentially reading
out of bounds if input was invalid), but some locales use a 3-letter language
code (e.g. 'nah_MX').
So I refactored the logic a bit to properly parse the locale and extract the
part left of the regional code, if provided (supports both 'en_US' and 'en-US'
style).
I made TranslationServer::get_language_code() public as I'll use it in a
follow up commit.

Fix severe performance drop while deflating polylines

Underscaled arc tolerance produced very small values so that changes
to this parameter were negligible when scaled internally, hence significant
performance drop (lots of intermediate points inserted in an arc). Now the
performance is mostly the same compared to other types of offsetting
(SQUARE, MITER).

This allows setting the `read_chunk_size` of the internal HTTPClient.
This is important to reduce the allocation overhead and number of file
writes when downloading large files, allowing for better download speed.

Fixed bug caused by a copy/paste error in Face3::get_closest_point_to

s * edge0 = -d / a * edge0 = -edge0⋅v0 / (edge0⋅edge0) * edge0 = vector projection of -v0 onto edge0
By incorrectly using -e/c instead of -d/a, Face3::get_closest_point_to was returning the wrong point in certain cases. Specifically, I noticed it returning vertex[0] when it should have been returning vertex[1].

Initialise VMap and HashMap values to the default when they are created.

Assigns a default value in VMap and HashMap when new keys are created using
the array operator so they are the same as the other Map classes.
The non const version of the array operator can be used for both assigning a
value and retrieving a writeable version. In the Map template classes the
assign version is being used to create new keys, but sometimes not assigning
a value when retrieving a writeable version.
This does not address the problem that the default value may not be the
correct one, and it does not address the problem that new keys probably
should not be created when the array operator is used. These problems will
be addressed in a separate commit.

Implement game camera override
...
Implemented uniform API in Viewport class to override 2D and/or
3D camera.
Added buttons in 2D and 3D editor viewport toolbars that override
the running game camera transform with the editor viewport camera
transform. Implemented via remote debugger protocol and camera
override API.
Removed LiveEditFuncs function pointers from ScriptDebugger class.
Since the debugger got access to the SceneTree instance (if one
exists), there is no need to store the function pointers. The live
edit functions in SceneTree are used directly instead. Also removed
the static version of live edit functions in SceneTree for the same
reason. This reduced the SceneTree -> Debugger coupling too since
the function pointers don't need to be set from SceneTree anymore.
Moved script_debugger_remote.h/cpp from 'core/' to 'scene/debugger/'.
This is because the remote debugger is now using SceneTree directly
and 'core/' classes should not depend on 'scene/' classes.

Allow to define and load script templates per project
...
Previously it was only possible to create custom script templates per
editor instance which could lead to certain name collisions, but now one
can create such templates per project tailored for specific use cases.
The default path to search for custom script templates is defined in
project settings via `editor/script_templates_search_path` setting as
`res://script_templates` path, yet this can be configured per project.
Templates have at most two origins now:
1. Project-specific, defined in `ProjectSettings`, for instance:
- res://script_templates/
2. Editor script templates, for instance:
- %APPDATA%/Godot/script_templates/
As script templates can have the same name over different paths,
the override mechanism was also added, enabling project-specific
templates over the editor ones.

The last remaining ERR_EXPLAIN call is in FreeType code and makes sense as is
(conditionally defines the error message).
There are a few ERR_EXPLAINC calls for C-strings where String is not included
which can stay as is to avoid adding additional _MSGC macros just for that.

Export: Remove temp files from cache after export

So far we left most temporary files lying around, so this attempts to
fix that.
I added a helper method to DirAccess to factor out the boilerplate of
creating a DirAccess, checking if the file exists, remove it or print
an error on failure.

Cap the number of warnings/errors per second rather than per frame
...
This reproduces the behavior used for printing when using the remote
debugger. The default limit is 100 errors and 100 warnings per second,
which makes it possible to display much more GDScript warnings
before overflowing.
This also adds a "Too many warnings" message, so that warnings
don't look like errors when overflowing anymore.
This closes #21896 .

Inspector: Fix PROPERTY_HINT_SPRITE_FRAME not behaving as RANGE
...
This was a regression in 3.1 and later from the new inspector, where
PROPERTY_HINT_SPRITE_FRAME was not fully re-implemented. It's meant to
be a normal PROPERTY_HINT_RANGE which also automatically increments its
value when keyed in the animation player.
To avoid code duplication, I made the frames properties use the actual
PROPERTY_HINT_RANGE and introduced a PROPERTY_USAGE_KEYING_INCREMENTS
usage flag instead.

Also allow lifting the decimal step formatting with a hint range step
of 0. A new `range_step_decimals()` is added for this to avoid breaking
compatibility on the general purpose `step_decimals()` (which still
returns 0 for an input step of 0).

Add integer posmod and rename default arg names
...
"posmod" is the integer version of "fposmod". We do not need a "mod" because of the % operator.
I changed the default arg names from "x" and "y" to "a" and "b" because they are not coordinates. I also changed pow's arg names to "base" and "exp". Also, I reorganized the code in the VS built-in funcs switch statement.

This is a prerequisite for allowing proper support for fixed timestep interpolation, exposing the interpolation fraction to the engine, modules and gdscript.
The interpolation fraction is the fraction through the current physics tick at the time of the current frame.

Make the editor, editor player and debug export templates use Api assemblies built with debug symbols.
Always run MSBuild to build the editor tools and Api assemblies when building Godot.

Fix StringExtensions internal calls not being registered correctly, resulting in MissingMethodException.

Both client and server are supported on native builds (as usual).
SSL server is still not supported, but will soon be possible with this

CryptoCore class to access to base crypto utils.

Godot core needs MD5/SHA256/AES/Base64 which used to be provided by
separate libraries.
Since we bundle mbedtls in most cases, and we can easily only include
the needed sources if we so desire, let's use it.
To simplify library changes in the future, and better isolate header
dependencies all functions have been wrapped around inside a class in
`core/math/crypto_base.h`.
If the mbedtls module is disabled, we only bundle the needed source
files independently of the `builtin_mbedtls` option.
If the module is enabled, the `builtin_mbedtls` option works as usual.
Also remove some unused headers from StreamPeerMbedTLS which were
causing build issues.

Add option to toggle console window on Windows
...
This is an editor setting and its value can also be toggled
using an entry in the Editor toolbar. The console will still
appear briefly when starting the project manager or editor,
as it's still compiled as console application.
Does not impact exported games, which will still run without
console in release and with console in debug mode.
A project setting or export option could be added to disable
it in debug mode if there's demand for it, but that would
greatly reduce the usefulness of debug builds if Windows users
can no longer report error and crash messages.
Fixes #17889 .

Unexpose subclasses of ResourceFormatLoader and -Saver

ResourceFormatLoader and ResourceFormatSaver are meant to be overridden
to add support for different formats in ResourceLoader and ResourceSaver.
Those should be exposed as they can be overridden in plugins.
On the other hand, all predefined subclasses of those two base classes
are only meant to register support for new file and resource types, but
should not and cannot be used directly from script, so they should not
be exposed.
Also unexposed ResourceImporterOGGVorbis (and thus its base class
ResourceImporter) which are editor-only.

do have an ending semicolon, so it's best to be consistent.

method works well with file sizes above 2 GB.
This also tweaks the suffixes for spacing consistency and
uses the correct acronym for exabytes (EB).

Don't localize paths that contain but are not in the resource path
...
This issue could be triggered if you try to access a path which contains
the resource path string in its absolute path, while pointing to a directory
which is *not* in the resource path.
It's clearer with an example: with `/my/project` as resource path, the
previous logic would also localize `/my/project_data` to `res://data`, which
is incorrect and would lead to a cryptic error.
Fixes #24761 .

Can be used via scripting as `Geometry.triangulate_delaunay_2d(points)`
The interface is the same as in `Triangulate` library, returning indices
into triangulated points.

Clipper 6.4.2 is used internally to perform polypaths clipping, as well
as inflating/deflating polypaths. The following methods were added:

Geometry.merge_polygons_2d(poly_a, poly_b) # union
Geometry.clip_polygons_2d(poly_a, poly_b) # difference
Geometry.intersect_polygons_2d(poly_a, poly_b) # intersection
Geometry.exclude_polygons_2d(poly_a, poly_b) # xor
Geometry.clip_polyline_with_polygon_2d(poly_a, poly_b)
Geometry.intersect_polyline_with_polygon_2d(poly_a, poly_b)
Geometry.offset_polygon_2d(polygon, delta) # inflate/deflate
Geometry.offset_polyline_2d(polyline, delta) # returns polygons
// This one helps to implement CSG-like behaviour:
Geometry.transform_points_2d(points, transform)
```
All the methods return an array of polygons/polylines. The resulting
polygons could possibly be holes which could be checked with
`Geometry.is_polygon_clockwise()` which was exposed to scripting as well.

Build Clipper with tools=no
and patch it to auto-disable exceptions
...
Reverts "Build polygon clipper only in tools builds" (see #17319 )
which allows to build Clipper with tools disabled (release) and because
of that, Clipper has to be patched to optionally disable exceptions in
order to be built on some platforms.
Patched Clipper 6.4.2 to be compiled with exceptions enabled/disabled.
and ensure that Clipper-specific exception macros are defined: don't use
exceptions by default unless exception handling is detected.
Compilation with exceptions will be determined by various
C++ exceptions defines:
* ` __cpp_exceptions` is part of C++ feature testing macros (since C++98);
* `__EXCEPTIONS` is used by some GNU compilers;
* `_CPPUNWIND` is used by MSVC.
The user can override specific exceptions behavior via corresponding
`*_USER` macros (i.e. compiling for embedded systems).
